The Law on the Digital Technology Industry was passed by the National Assembly

    On January 1, 2026, the Digital Technology Industry Law (Law No. 71/2025/QH15) will take effect, marking Vietnam’s first comprehensive legal framework governing strategic digital technologies, including artificial intelligence (AI), semiconductors, and digital assets. 

    Key Provisions of the Law 

    • Risk-based Supervisory Model: AI systems are classified into high-risk AI and high-impact AI, with different oversight mechanisms applied. 

    • Legal Framework for Digital Assets: Establishes regulatory foundations for digital asset transactions to ensure transparency and security. 

    • Semiconductor Development Strategy: Supports investment, research, and high-quality workforce training in the semiconductor industry. 

    • Protection of Social Interests: Imposes requirements on safety, data privacy, and accountability in the deployment of digital technologies. 

    Responsibilities of Stakeholders 

    Developers: 

    • Must conduct risk assessments prior to market release. 

    • Ensure training data is diverse and free from bias. 

    • Disclose transparent information about system functions and limitations. 

    Deployers: 

    • Responsible for monitoring operations, updates, and AI system safety. 

    • Establish mechanisms for user complaints and feedback. 

    • Submit periodic reports on risks and social impacts. 

    Users: 

    • Entitled to clear information on how the technology operates. 

    • Protected with respect to data privacy and the right to opt out of AI use. 

    • Responsible for using technology appropriately and avoiding harmful misuse.
